I think you could cut the damaged part off and make it above the knee
damage looks like from hot iron on the material (not sure how this happened with the tag still attached.
This dress retails for $265
There is are a few more spot on the dress - right side at the front side and back side of the arm - not sure if this will wash out or could be repaired somehow
